560D hydralics won't lift

I have a 560 diesel with 2pt to 3pt adapters that I put a Kuhn 8' dics mower on. When I tried to lift the cutter bar it pulled the remote cylinder tight enough to twist the frame, but would lift the bar off the ground.When I tried the 2pt it would lift the entire unit off the ground. I checked the hydralic level and it was full. Can the pump be adjusted or is it going bad? Any other suggestions?
