Farmall H having radiator problems, plus more...

I was out mowing the other day with the H and when I got done, I heard a funny noise coming from the overflow pipe on the radiator. What was coming out of the pipe was foam. I never noticed or had any problem with foam coming out of the overflow. I seen plain antifreeze, but not foam. I looked at the temp gauge and it was about to the "L" on the word "COLD". This tractor never did warm up very much, even plowing in the hot summer. Then it only got to the "O" in "COLD". But when I seen the foam, I took off the cap and the tank was all full of foam. I left it go for a few days, then used the tractor again. This time the water temp was gradually climbing up to the "D" in "COLD". I was only out for about 30 minutes, maybe a little more. No foam overflowing but it was starting to build up in the radiator. I had overhauled the engine back in the summer of 2000, and I had not changed the antifreeze yet since then. I was smelling the antifreeze, and smelled like some gas in the radiator? Could it be a head gasket? I retorqued the head bolts to 70ftlbs, some were off by 15ftlbs. I had taken out the spark plugs and they were actually pretty good looking yet. I did notice a few spots on them that looked like the ground of a welder had been put on it. I took a blow gun off of an air compressor and put it where the spark plug goes, but I heard no bubbling noise in the radiator. I have yet to check the drain plug on the oil pan. I need to see if there is water in the oil pan. But what bothers me is it just suddenly started foaming. What on earth could be doing this? I want to change out the anitfreeze and just put in regular water and see what happens. It is raining now, so I can work on it. Need some anwsers to these questions, the farm shows and plowing bees are starting to come up, and I need my tractor working properly. Thanks!
