Ok Loren let me brefely explain how the TA works. When the TA lever is forward you are in direct drive. When the lever is back your in the low range side. There are two clutches, the main clutch and the TA clutch. When in direct (TA lever forward) the TA clutch is engaged and the whole planatery TA unit rotates turning the input shaft into the transmission. When you pull the lever back you disengage the TA clutch and the rotating power goes through the planatery reduction gear set giving you the lower gearing to the transmission input shaft. So If the TA overrun clutch system was shot your tractor would just plain stop when you pulled the ta lever back. The fact that nothing happens when you pull the lever back tells me that the TA clutch is not releasing for one reason or another. It could be the linkage is out of adjustment. My 400 diesel did that once and it turned out to be one of the bolts that attach the TA pressure plate to the TA flywheel. There is an inspection plate over the TA that you can take off and make sure all the pressure plate bolts are tight. Get you a manuel and adjust the TA exactly as instructed.
