Farmall 100 hydraulics

I put a new hydraulic pump on my 100 thinking it was my problem, tractor still did not pump. Some one told me that the tactor had to be filled with the control touch levers and piston shafts all the way up (as if the cultivators were all the way up). I bled the system according to the manual and still nothing. Tried filling the resevior with the levers up and didn't work.
I then took the back of the resevior, facing the seat, off and pushed the Front check valve bushing in. Both of them had pressure on them and fluid bled by them as I pushed them in. I put the back cover back on with both piston rods in the up position (as if the cultivators were all the way up). I then filled the resevior up. The system seemed to work fine, but was leaking a little fluid around the manifold. I started the tractor the next day, raised the levers up and down the back plows stayed in the up position and front plows stayed down. Hasn't worked since
I repeated the process above and can't get it to working again. I unscrewed both of the plugs in the manifold. One side fluid will run out the other side has a little suction on it but no fluid ( I assume the pump is working because of the suction).
Do you or anyone there have any suggestions? I don't know where to turn next. If you know of anyone who might help please pass this on
I just had the resevior rebuilt last year and it worked for 3 months, what could I be missing? Any help is appreciated
