The best suggestion I have is to get a H serviceman's guide and a parts manual. There are articles posted earlier that you could research. Look under the "Articles" heading on the left side of this page. Then search for "H governor" You say the governor is not working. Be more specific. Too fast, too slow, won't speed up, won't slow down, won't respond to load changes, etc. What is the sympton?? You may not have a governor problem at all; it could be ignition or carburetion or.........??
