The H-M Farmalls were introduced in '39, and came in a variety of configurations. Some came on rubber, others on steel. When WWII came along, rubber parts eventually became harder to obtain, and IH (as well as other manufacturers) built a lot of tractors on steel, even though most farmers wanted rubber tires.
I have a '43 H that my Dad bought new in that year. Rubber tires were generally not available at that time. It not only came on steel, but has a cast-iron shift knob, and a steel (not aluminum) "Farmall" plate on the front end. No starter, lights, or battery, either. He farmed with it that way until the summer of '44, when he got a permit to put rubber tires on the front. Two old car tires were put on the front end. When he got approval to buy rear tires, the spokes were cut and a rim welded in place. About that time he also installed battery, starter, lights, and distributor ignition.
The rear wheels were cut by torch in a jig that held the steel wheel in a horizontal position and allowed it to rotate as the spokes were cut. The new rim was then positioned and welded. There is almost no wobble to the assembly.
