Austin Western with IH engine

This grader is a 4 wheel drive 4 wheel steer two axle 99H Austin Western, ser. # H1186. Its engine is a 4 cyl. gas over diesel very similar to a TD9 engine. I just got it and need to get it started and loaded to haul home. I hope to restore it and would appreciate any information that you people may know about it such as age, engine # or type, things to watch for, and so on. Have not begun to work on it so don't know what is ahead. The circle is chained up so the blade is off the ground and I probably can pull it to start the diesel but would rather start it the right way. Thanks
