Around here (central NE) the equipment is often worth more than the tractor, especially good, solid front-end loaders. Also, ya pays for what ya gets, take for example my 560: Running tractor with tricycle front end, live PTO, 3 hydraulics (2 front, 1 rear), no TA, swinging drawbar, no fast hitch: $900 (cheap?) Add a swartz front-end for $400 and an after market 3pt for $600 and $100 for a cylinder. Didn't take long to make a $2000 tractor out of it. Then points, plugs, wires, dist cap, oild change, new oil pressure gauge and now I've got $2200 in it. Just bought a loader for it for $600, with dual action cylinders and hydraulic dump bucket. Danged cheap for what I got and this area. Already had a blade, but that's worth another $200-$300, depending on what ya buy. A tractor like you describe could easily be worth $2900 IF it's been serviced and in good condition. (Wanna buy a 560?) On the other hand, I just bought a 350 Utility with a loader, new rear tires, and 3pt conversion unit for $1200. I'm converting it to 12 volt, new battery, brakes repaired, and fully serviced for another $300 (approx, haven't got the bill yet). I'll have an excellant 40hp tractor for around $1500. I'll bet the dealer is only into that tractor for around $1500, and he's marking it up to market value, and willing to come down some for a cash deal.
