Hi I have been told by an IH mechanic that the Hi side of the TA is controlled by a hydraulic clutch run by a separate hydraulic pump that runs off the PTO shaft. The Lo side is a mechanical sprag clutch with a friction disk to prevent free wheeling on down slopes. The separate hydraulic pump can be accessed thru the inspection hole in the bottom of the torque tube. This pump gets its hydraulic oil from the transmission and returns it into the line that goes to the oil cooler in front of the rad. There is a check valve inline with the Hi clutches to hold the hydraulic pressure on the clutches when the engine is off to prevent run away on a slope. This valve is sometimes at fault being stuck or clogged. The function of this hydraulic pump can be checked with a pressure and flow meter by tapping into the hydraulic pipes by the left brake pedal and under the battery box. I have been doing some research on the 684 TA as my brother's 684 TA has started to:
1) in Hi not hold on hills with engine off.
2)sometimes in Lo if you go down a small incline when you get to the bottom it stops and you must depress and release clutch to start again. I believe the only harm you will do running in Lo all the time is wear out the friction disks, if you go down hills with heavy loads behind. There are a few IH mechanics that contribute to this board and can added some additional advice. Lets us know the out come. Good luck
