they can be a devil to break loose. remove the retaining bolt completely,then i clean up the exposed threads with a small wire brush. keep applying the pb blaster. i use a brass rod to tap against the raised boss on the pulley to try and get it to move, try both ways. if that wont get it, apply some heat to the ring to expand it a little, if you have an acetylene torch that would be great, but a propane torch will work in a pinch. try and heat a few spots around the ring, then keep tapping. dont get too aggressive as the ring can break. heres a pic of my brass rod fan belt pulley knocker-looser tool. if you need to, cut the old belt off, and also clean the inner threads too. once loose, i use anti sieze in the threads.
