Brian, these are interesting pictures! I have never seen this sort of thing before, but I'm not around 300's that much, either. They appear to attach to the tops of the valves, and they are for switching from double to single action. This is a nice feature because to switch the valves on my 400 requires hood removal. As to what mode the valves are in based on the handles, they should be in double-action mode with the rods pushed in. To be sure, there should still be an "S" and a "D" stamped into the top of each valve. Look for this under all that grime. My 400 valves looked the same way (filthy). I took them out, cleaned them and replaced all the gaskets and o-rings. Cost was 30 dollars.
