I would start by adjusting carb. You will probably want to adjust according to manuel rather than just fiddling with it. If that don't get it, secondly I would adjust valve cleance according to manuel and make sure that is right. Thirdly I would check timing. Do those first simply because you shouldn't have to buy any parts for that (just requires a little time). Then I would inspect and replace anything bad in the ignition system (plugs, wires, points, ext.). Easy to do and anything bad needs replaced anyways. Hopefully by now problem is fixed but if not, do a compression test. If compression test checks out, you might want to rebuild carb. I am assuming that the throttle assembly is fixed already as you say and all of that functions properly. Just my 2 cents.
