I had a little Tecumseh lawn mower engine do something like that, amazingly it was a badly carboned head, and dirty valves. It would turn over quickly, and almost not catch, then it would catch, and run rich for a bit, smelled alot like gas, then it would run ok. Hot or cold. Id make sure it isnt something else first, but it sounds like a badly carboned head to me, or bad plug wires.
