If you look you will have three rockshaft arms. The left lever will control one of the rockshafts on the left. The right one will control the right rockshaft and the other rockshaft on the leftside. This allows you several ways to configure your implements for lifting/lowering. The rockshafts are under power both directions. The control unit has a bypass valve inside it so that you can postion the rockshafts at any position and they will stay there. It is important that you have the levers in the back postion when you are checking the fluid level in the control unit. And yes the control unit can be under pressure so remove the fill plug on the left side of it with caution. Loosen it and wiggle it to relieve the pressure. Been there and done it.
