You don't. That's why you are checking them. Sure-fire determination is to find #1 TDC compression stroke, and set the valve clearance on #1. Give the crank a half turn and check #3; half turn and check #4; half turn and check #2. At any time, only two valves out of the eight are open, and those two are on different cylinders, one intake and one exhaust. One of the other cylinders is on the compression stroke and the other one on the power stroke, so all of those valves are closed. Unless the rocker arms are WAY out of adjustment, it's pretty easy (with the valve cover removed) to spot the two cylinders with open valves. At that point, it's OK to check the valve clearance on the other two cylinders. The valves are NOT in a continuous opening-closing motion. The cam action on the push rods only opens each valve for one half turn of the crank for every two full revolutions, so it should be obvious when a valve is SUPPOSED to be closed.
