H Oil Pan Drain Cock Question

I looked at this poor ole H sitting out in a muddy horse coral today that was for sale. I did not have my tall boots on to go out and get the serial number. The owner said that he bought it from a man that said it just quit. The current owner said that he tried to tow start it and it puffed oil out the exhaust without starting. Anyway, I noticed that it had two drain cocks on the right side of the oil pan. Do these two drain cocks tell a lot about the tractor like it is an ancient all fuel or something similar? I wasn't around many H's when I was young and don't currently know anyone to referr to. Thanks
