Do not destroy those original steel wheels, an easy way out would be to simply cut some strips out of an old tire and bolt them to your wheels, using the holes that are already in the wheels. Another thing to consider, if you are going to pull the plow far enough on the road to ruin the steel wheels, you really need to load the plow onto a trailer and transport it to the field that way. Even if the plow was equipped with rubber tires, you still can't use road gear in the tractor, because the plow would begin whipping at that speed and you would lose control of it.
