John, start with the linkage on the outside of the clutch housing, is every thing in place and tight? Next check through the underside of the clutch housing, see if you can see any thing obviously out of place. The clutch is accessable with out splitting the tractor by removing the belly pump from the clutch housing, just be careful not to drop it on yourself!!
