Hi, Not an authority on this like some of the guys, but will try and help. If you don't have a schematic of the carb, it is easy to miss the cylinder shaped screen that is in the passage where the fuel line hooks up. This screen often clogs with debris and starves the engine for gas. You will need to pull the screen cylinder and clean it and the passage. I am thinking that you do this after you have soaked the carb. in cleaning solvent. If carb is really corroded and crudy, I have used a deluted solution of sulfuric acid, say 10 to 20% acid to water. Some will say this isn't necessary, my reply is, it worked for me! If I remember correctly, the bottom adjustment screw is for gas mixture, and the other is for air mixture. I believe there is another screw on the throttle linkage for idle speed. Make sure that your air passage is clear, I had a tractor that was full of mud wasps nests. Hope this helps.
