Rick: With the cables good, if the starter will not turn, has to be starter or battery. I ran across a battery this past spring, that while connected tractor would not turn over, even being boosted by another vehicle. Remove the cables and hook direct to booster cables and work finest kind. There had to be a bad short in that battery. Try the truck battery, will tell you the answer. Still sounds to me as though starter switch, at least that is a first least cost fix. When you remove that switch, inside there are two plastic shields that look like odd shaped guitar picks, don't loose them.
