1946 Farmall H question

Hey there, I have been asked by my inlaws to look at a 1946 Farmall H tractor that they want to buy. The gentelman who currently owns the tractor said that he has used the tractor to power a log splitter for the past year. He also said that he has only run the tractor above idle to power the log splitter. I was told that the tractor is a 3 cylinder and the spark plugs have fouled out because of the excessive idiling time.
The reason that they are wanting to but this tractor is to clear overgrown weeds on the 10 acres they just bought. They want me to look over the tractor since I am a automotive technician who can fix just about any car I touch. Since I have never owned any what should I look for to ensure that they are not getting someones headache???? Is this tractor powerful enuff to put a 48" to 56" brush hog on the back???? Please respond with any helpful hints or thoughts of what to look for. Thanks
