This is a very normal condition for these old C113's. You can drop the pan, and pull the pump and sand the cover casting down until it's flat again, I'm sure it's worn.. If you have a surface grinder, you can take a depth mic, and grind the housing down til you have about .005" clearance to the gear. Another problem is the spring for the relief. I'm sure that ain't to the correct length anymore, and the last time I tried to get one from IH, they no longer stocked them, but if you are lucky, your dealer has one laying around yet.
