Fuel Delivery Problem in 1944 Farmall H

I have a 44 Farmall H with a fuel delivery problem. After starting tractor, I would only run it in neutral for about 15 seconds before the tractor died on me.

Cleaned out sediment bowl and also disconnected fuel line from bowl to carburetor and blew it out. Reconnected to bowl area and not to carburetor. Went to feed it gas and no gas came through the line where it was disconnected from the carb. It also took quite a bit of time for fuel to fill up in the sediment bowl.

Since I am new to tractors, shouldn't the sediment bowl fill with fuel before it is then routed to the main fuel line to the carb? Is this correct?

My belief is that the bowl should have filled with fuel quickly instead of over a lengthy time period. I think that there might be blockage somewhere between the tank and the gas shutoff/bowl area. Any tips and how to fix this problem?
