Carol, I would guess there should be a check valve in the pump somewhere to prevent the fuel from bleeding back out of it. If not, there could be a hole in the diaphram as you said. It would be possible to install an electric pump to supply the mechanical pump. I think any pump that produces 5-10 psi would be sufficient if you wanted to go that route.
