Remember that your tractor is "Frame ground", meaning that there are no ground wires. Everything grounds to the frame. If your lights bench tested fine, then you are not getting good ground. When painting a tractor, you must leave the ends of the light bar bare, the inside of the clamps bare, and the end of the clamp that the nut tightns against bare as well. If you removed the light bar from the steering post, then you need bare metal between the two. The best way to check all of this is to buy an inexpensive continuity tester and begin at the light bar to steering post contact. If the light comes on, then you next check the mounting bolt on the light to the clamp, and the clamp to the light bar. Bottom line is that you need direct ground from the light hold down bolt to the steering post. After you get everything installed and have good ground, you can go back and touch up the remaining exposed bare spots with paint if you want to, but it really isnt necessary. Hopefully, you didnt remove the steering post from the deck and paint inbetween, because that area too must be bare metal to metal.
