Overheating Cub Tractor / Cub Expert Needed

I have a 1956 Cub that has an Overheating problem that I have not been able to figure out. After the first hour of mowing it needs about a half gallon of water which is probably about normal for a thermo-syphon system but after that it uses more water faster until you can feel it losing power even though it has water in it. Tha radiator has been Rodded out and the lower tank cleaned out, the Head has been pressure checked and flow tested with no blockage, the block has been cleaned and flushed, and it has no aftermarket thermostat in the radiator hose. Normal water pressure from a garden hose flows through the systen in both directions freely. Compression is good on all cylinders and oil preesure is good also. I am an equipment mechanic by trade and grew up on my Uncle's Farm running IH Equipment including 3 Cubs up there and never had this type of problem, that's what has got my goat on this tractor.
