The others who have responded have good points to consider. The shaft must be clean, use fine emery cloth and wipe clean, a little grease will help slide the seal into its proper place. If the old seal wore the shaft it is not neccisarily obvious to the human eye and that could be the problem. An I-H dealer who has been in the business over 50 years told me to place the seal even with the tractor housing so that would put the seal out slightly from the original seal and on a new position on the shaft so that any wear won't affect the performance of the seal. One suggestion is vital and that is if the shaft has too much play in it no seal will do the job. You will need to get inside the housing from the top and remove the shafts and replace the bearings.
