I don't know much about utility's but I think they are about the same as the row crops. The carb should be gravity fed, and with that inline filter in the way not enough fuel gets to the carb. There is not enough pressure to allow it to flow through the filter. Try removing it and see if it runs normal. It worked on my dad's B. Hope this helps.
