Ricky first thing with some thing on the hitch let it all the way up and set with engine off see if it goes down over night if it does I would think you have a leak inside you could take the third link plate off and look to see if the cylinder is leaking. As far as not going all the way down is your draft lever all the way down, if so the valve inside the rear end waybe sticking. Hope this is some help.
