Based upon your description of what you have, I think what's below should be accurate - however, I don't have a 460U so I'm doing some guessing. Hopefully this will be at least somewhat useful to you:

1, teeing into the supply line before the IH valve: wouldn't work on a hundred-series tractor (300, 400, etc.), but might on yours??? The IH hydraulic system on the hundred series has a third (internal) line for control of loading/unloading the hydraulic pump, and your system probably has this also since it's nearly the same vintage tractor. If this is what you have, the IH valve with its handle tied back all the time is necessary to load the hydraulic pump continuously, even though it isn't producing high pressure unless your add-on spool valve is activated. If this matches your hydraulic system's design and you tee into the supply line hoping to use the IH valve exclusively for the hitch, you won't get high pressure hydraulic fluid to your loader unless you run your hitch up or down at the same time as your loader.

2, adding another add-on control valve: should work. What you have now with the add-on valve portion of your system seems to be an open-center setup which should allow you to add another valve in series (not parallel).

3, dual-acting: this SHOULD be controlled by the IH valve alone, and should work. A test you should try is to remove the hoses going to the add-on spool valve, plug the open ports on the IH valve, switch over to the double-acting setting, and see whether your hitch starts working the way you want it to work. Since you'll be using some parts of the system that haven't been used for a while, start out at low RPMs, and be on the lookout for problems. If this works, you should be in pretty good shape to implement #2 as far as the hitch is concerned. For the loader, you didn't indicate whether the add-on spool valve had plugged-off return ports; assuming it does, a hose between the plugged-off port on a cylinder and the plugged-off port on the corresponding valve should give you dual-action on your loader. You're probably still going to need to keep the handle on the IH control valve wired back to have this all work (see #1).
