I have to disagree 100% if the hitch on an IH is going down when the engine is off the hitch has to have a leak some place and it can be fixed. That is one test to be done if the hitch has the hickups. You sould have a bad piston seal, bad oring between valve and cylinder or sushion relief valve. You can check the cylinder by taken off the third link plate and see the cylinder if it is leaking.
