Engine Timing C-153

Hello all I have rebuilt by IH 444 with c-153 gas engine had it sent to the machine shop. The mains & rods turned and cylinders bored out. That took a month and now that I have it back. Silly me for got how to put it back in time. The crank has one dot marking top dead center. No problem. The cam has dots on it 1 with a single dot and another with two dots on two teeth all most 180 apart. There is also a mechincal governer with one dot mark on it.This is where I need help which way dose the cam line up????
