TD18A - wont run on diesel

Recently bought a TD18A Dozer (starts on gas - runs on diesel). Previous owner had heads redone (valve seat came loose otherwise it worked excellent) 8 years ago and didn't get around to putting it back together. I put it back together. Starts and runs excellent on gas but will not run on diesel. Gauge on injector pump shows good pressure. Absolutely no fuel out of the lines even with all lines disconnected from injectors. Linkage seems to be OK (lever on injection pump moves when throttle is moved up). Why would there be good pump pressure but zero fuel to the lines. Did I forget something or is there something wrong with the injection pump. Any help would be appreciated.
