throttle problems 200 int.

the problem I am having is that I either have idle or full throttle .I found the thrust washer and bearing inside govenor rusted ..I replaced with new..That did not work..so I bought a new spring..that did not help...Is there some kind of spring on the carburator side to help carb come back down like aA allis Chalmers B? If I throttle it up and then try to slowly bring it back down...it does not want to came back down without pulling it very fast down to idle ..Does not seem to be any middle idle ??thanks ..
