350U Wheatland Gas seems low on power

For the last year and a half I have been fighting an ongoing battle with my little red workhorse. It had a very rust gas tank and it was constantly plugging the entire fuel system up with rust. I finally broke down and invested $50 in a gas tank etcher and coater. After almost 20 hrs of work the tank is clean as a whistle and the machine is back together. With one minor problem, it seems to run better than ever before. It starts easier and revs higher than it ever has. Used to be I could just get it to rev high enough to give me a full 540 rpm at the PTO. I can acutally exceed that now, but I seem short on power. I stalled it many times yesterday working with a 12ft cultivator. I don't remember stalling it that many times, before. Also, it seems to lug down really quickly even in 3rd gear, unloaded, when I head up any sort of incline. That should give you all the symptoms, question is, is this more likely to be that I am running it short of fuel (crank that screw in carb out a bit more) or is it more liklely to be ignition (timing) related? I have new plugs, wires, points and condensor in it, but have never messed with the timing.
