My 51 Cub did the same thing. It was just loose tierod ends allowing movement between the front tires. Tractors tend to run alot of toe in for better field, or off road steering stability. On roads this will make any looseness in the linkage verry aparent as you have noticed. Just find the bad end and retighten or replace.
