To late for Kansas, not enough rural property owners to get a law like that on the books. Biggest rip off they have going now is the Rails to Trails program. Most railroads in Kansas never owned the property they ran on, only a right of way. Now that several lines have closed and been abandoned the property is SUPPOSED to revert back to the property owner. Instead the State is jumping in and claiming the right of ways and donating them to enviromental groups who claim they will use as nature trails. Most have become overgrown with weeds and brush and just plain trash. The owner continues to pay the property tax and must upgrade the fences to keep their cattle off the old tracks and away from prospective tourist. On the other hand the tourist coming down the track sees your nice pond and jumps the fence to have his picnic, or runs his ATV through your gate to chase your cows. The state's justification is that the property owner couldn't use it before, why should he get to use it now. How's that for recognition of property rights?
