It could be oil, but if it doesn't appear to be useing oil, it may not be oil. In diesel engines there is a thing called "wet stacking". It happens when the engine is given more fuel than it can burn and the unburned fuel is blown out of the exhaust hence the name "wet stacking". This fuel is as black as oil and is mistaken for oil all the time. The fix is an adjustment on the fuel settings on the injection pump. Someone probably cranked it up for more power. it can be very messy, and can damage the turbo. I'd fix it, then run it hard to get it good and hot for a few hours to blow all the exess carbon out..... Let me know if thats it. good luck!
