Maybe!? The parts book shows this system hooked up two ways. One uses an external connection between the rear of the regulating/safety valve and the cover plate with the big hole that you're talking about, and the other doesn't. I think the difference (probably) depends upon which version of the regulating/safety valve is used (IH is remarkably unclear about this, so I'm guessing). The original valve (body #364842R) was supplied with all 300U (and 350U before #4940) tractors with power steering, and required the external connection. My 300U has this, although the power steering has long-since disappeared. The newer regulating/safety valve (housing #364844R) was designed so this external connection wasn't required (probably, I think). So you might get away without the cover with the big hole. Let us know what you find out when you get all this installed and (hopefully) working the way you want.
