The gas drip is common, most will flood if they start and die soon after, and you try to start immediately after. As previously stated you could have a bad condensor, or a bad coil. These typically stop working properly after the tractor has run awhile. Just in case make sure you have good fuel flow from the tank to the carb. Check that the opening in the tank is not partially plugged with rust, and that the sediment bowl and fuel line, including the inline filter in the carb are clean. However since you are flooding fuel doesn't seem to be the problem.
