I understand PB Blaster is much like Kroil, however, I've had good experience with Kroil loosening rust frozen parts. You didn't say if it was gas or diesel, but either way, I'm told that the most probable rusting will be either #2 or # 3 cylinders, because of their close proximity to the exhaust stack. AT any rate, I'd remove either the plug or injector for #2 or # 3 first and put in some Kroil and let it set. After a few days, I'd rock the tractor as others have suggested, watching the fan blade for the slightes movement. Keep in mind that the liquid you've put into the cylinder won't compress, so once you've got some movement, you'll be forcing the liquid out either the exhaust stack or out through the sparkplug--injector hole. Be patient and don't place excessive force. Kroil is avaiable for Kano Labs. They have a web site.
