I had that same problem on my super c and some others at work. I may be wrong and someone will speak up if I am but I think someone had that bushing made and the machinist for some dumb reason didn't drill it out. Most new distributers I have seen and almost all of the old ones on letter series tractors didn't have a bushing. it was just steel to steel. That is why the grease fitting which was originaly a plug that you were supposed to take out once a year and install a zirc to grease it then put the plug back in. I think I read that in a cub owners manual. When I rebuilt my distributer I made a bushing and I did drill a 1/8 hole for the grease on both sides and I just leave the grease fitting in it. It only needs it once a year or so. The one that is on the gear end of the dist. needs it a lot more and I think should be packed not just a couple sguirts. That is just my opinion. I have seen a lot of those gears ruined from not enough lubrication. If you are replacing your shaft make sure you can not wiggle it at all. there should only be 1 to 3 thousandths clearance. any more and you will get points that can never be set properly and it won't run just right. if it does wiggle then you can either take it to a machinist to make another bushing or replace the dist. body. I am pretty sure they are still available. There is also a small felt piece in the end of the shaft for oiling the advance mechanism just in case yours is missing and you didn't know. they usualy are missing.
