lift all on farmall H

Hi i own a 1940 H and was wondering how you opperate the lift-all. I took off the cap on a hydrolic outlet and tried pulling the two levers on the right of the light bracket with no result. When you pull out the out the bottom lever the engine sounds as if it coming under an additional load, but nothing comes out of the hydrolic outlet. I resently filled the the tank that the outlet comes out of with 30 weight oil and the dipstick reads full. I let out on the clutch, but nothing happened. I would like some information on how to opperate the lift-all. p.s. When i shift into fith gear i have to let out on the clutch very slowly just to keep it from stalling out. I was wondering what might be the problem with this gear. All the other gears work fine. thank you
