If tractor runs good, doesn't miss, then your valves are functioning properly. A valve that does not function properly will cause loss of compression and create a miss and sometimes a popping noise. Gunk build up and oily residue is normal on parts under the valve cover. Lot of talk on other re-posts about non-detergent oil being the cause. This is not true. Non-dertergent oil might make it worse but the same thing will happen with detergent oil. The moveing parts under the valve cover are oiled from a passage galley from oil pump. It is a good idea to not clean parts unless they are removed. Working the gunk and crude loose will allow it to get into the oil flow and into bearings. For example, you got valve cover off. Clean it up spotless before putting it on. Don't try cleaning rocker arms unless you remove them because if you do try to clean them the crude will get to other places in engine. The crude is not hurting anything where it is at. Work it loose and it might. As a rule of thumb, I don't clean any engine parts unless they are removed, and then I clean them to perfection. While you have cover off you might consider adjusting rocker arm clearance. Other wise not much to see and inspect. You could however run tractor with cover off and see the moving parts work and insure that the oil pressure is getting the oil to proper places.
