If battery is to weak to turn the starter over, the lights can still come on. Battery has to be close to completely dead for the lights to not come on. However, since they are bright when on it's probably not the problem, but wouldn't hurt to put the battery charger on to insure the battery is fully charged. All electrical connections and battery terminals must be good and clean and tight. Starter button could be bad, but can be tested with a test light. Solenoid can be bad but can be tested by bypassing (jumping it). There is about 3 terminals on it, not absolutely sure which two to jump. I think its one of the two smaller wires to the bigger cable type connection. One is right and the other will be a direct ground and sparks will fly. If that doesn't fix it, it is probably the starter.
