Tests actually have proven that a calcium chloride solution is better than the steel or cast weights. The chloride is lower to the ground and puts the weight right where it needs to be, on the tread that's touching the ground. Tractors also ride better with chloride in the tires. The reason calcium chloride is used is because it is basically salt which adds a lot of weight along with the water. Regular antifreeze or alcohol will not add the same amount of weight as a chloride solution. Chloride does not automatically leak out and rust rims, you have to run over something or catch the valve stem to make them leak. There has been chloride in our tractors since they were new (544, 1256, 1086, etc.) and they still have original rims on them with NO rust. I use cast weights on my H because 2 on each side is plenty to hold the power of a tractor that size. Our 2590 Case however has radial tires, chloride, several cast weights and cast centers of the inner wheels and cast centers on the duals - it still spins!
