Possible that you may have ice in the throttle shaft housing above the governor or in the butterfly just above the carb at the base of the manifold which is interferring with the idle. If possible set a heater near the tractor and warm it up or wait until the temp rises to thaw it out. It may also help to place cardboard in front of the grille to help it warm up by itself a little quicker. These cold temps are a killer on old iron.//FB
