You don't have to bore the block to get to 164 cubic inches. The overbore kit for the H uses thin wall sleeves that enlarge the bore. Again, no machine work is necessary for 164 cubic inches. To put 300 sleeves in (169 cubes) or 350 sleeves (175 cubes) you would have to bore the block out. I wouldn't recommend boring the block, they are usually too thin to take it and you end up ruining it. As for the head/more power I don't know. The casting number for kero/distillate is 8776 D. You could take the valve cover off and check.
