what you are syaing to me is that the float is stuck open and is flooding the carb out, tap on the side of the bowel with a hammer and see if the dripping stops , wait for a while and try to start it. if it still leaks then you have to rebuild the carb , about $7.dollars and very easy to do.that would take care of your first problem,if it don't start then lets checkout the spark, the smiple rule to these puppies is give me air, give fuel , give me fire , that is what I desire. the valve you say that is to the frount of the tractor is a drain yalve for the carb for winter shut down so it don't frezze,that should be closed don't mess with the scerw on top of the carb near the thorat
