John, it seems you are correct. I checked my H and M books and the overhaul kits DO carry the same part #. The cast housing on top of the governor is different as well as the horizontal housing and shaft. It has been awhile since I have worked on governors but I recall on two separate occasions being asked by a counterman whether I was working on a H or M. I once asked "what's the diference" and he went to the shelf and showed me one of each. I selected the one I needed because it was identified by tractor model and he put the other back. This guy was a Tisco dealer.
